Laggy on top end system

Any ideas why this game is so laggy on a top end system? I use to play years ago on much older pc's and it wasnt nearly as laggy as it is on my windows 8 dual graphics card system with 16 gig of ram. My pc plays Rift and all newer games perfectly but l2 is laggy on min settings.
