OEing Mage weapon's

I want to know how ncsoft can make the claim that enchant success rate on mage weapons is not different then reg weapons and how it is anywhere near 60% success rate,



I have now used 5 GEWR's 15 BEWR's and 2 blessed lucky enchant stone's to try to get +4 (or 5 with the giants) on a specatar retributer. with 0% success rate.
