Tyrr Warrior Last Attack

Hey all.Is it true that during valiance/ertheia last attack skill lethal strike effect was removed?
Now on Infinite Odyssey ,last attack lethel strike effect is back?I mean last attack still have lethal strike chance(has a chance to reduce monsters hp to 1)

And,Last Attack skill can be used in pvp?
