Some guidance

I would like to see peoples opinions of how to set up an iss. All opinions are welcomed.

I am 99lvl with tw and immortal jewels :P
I wanna build my iss to be the best in PVE low cooldowns.

Current weapon/armor:
Blessed apocalypse dual blunt weapon might/focus +4
twilight heavy defence armor set +3 60/60/60
immortal ****** oups event jewels.

Thats my gear. My current cash flow is aprox 5b so whats the best option i have atm.
