Lineage2 prevent me from excute/run any program after exit game

The game working fine and smoothly. However, everytime I close the game and return to desktop, it seems that gameguard or something are still running and prevent me from open/run any programs
(All Browser, Other Games, any .exe kind even L2 launcher itself)
I tried open task manager to find any process that may related to L2 or gameguard (though endtask them could help) but I can't find any of them in the list.
Maybe the gameguard itself can hide its process from me ?
Actually I don't know this bug really causes by gameguard or not.

In summary, here's my situation
- This problem only occurs after I quit the game as L2 client and launcher closed completely (I played in full-screen mode)
- Any program including browser that still opened/runing before I exit L2 still working fine
- However, If I close those program (that still running i.e firefox, chrome page) after this problem occurred, I can't excute it back on no matter what.
- Lineage2 launcher also unable to excute after this problem occurred.

Anyone know how to fix this ? Only solution I found is to restart my computer everytime I finished playing L2... which is very... very annoying :/

My operation system is Windows 7 Ultimate 32-bit with 8.00GB RAM
