Level 77 in Alliance with the Ketra Orcs

I dont understand I'm elf silver ranger lvl 77 I'm trying to do the quest Alliance with the Ketra Orcs in order to take the quest of third class transfer to moonlight sentinal,but when I click on NPC they say I dont have minimum requirements to enter the quest but the minimum is 74+ so whats happening? can someone help me please?
