Beginning quest problem.

I have a lvl 32 scout, that is from old L2. I started in TI and was wandering around for hours, the Tough roads quest was shwing in my map to go and pick it up. But when I went to grab it the quest wouldn't let me accept it because I hadn't done the Beginning of Destiny quest. Where do I grab that? No other NPC is letting me accept quests on TI
