Why so low Quest item drop rate?

Im doing Quest Weakening the Ketra Orc Forces.And to get items from them is so hard.Why? Before Ertheia. I make this quest in two days. Now in 4 hours i get 30 - 40 items . Why so? Sorry for the poor English language skills.
