Teleport of Wynn Elf

Hi everybody!

I don't know how do the 2 new skills of Wynn Elf work? (Summon Moving Portal and Instant Teleport).

Doest it let caster teleport to another place he clicks or ....?

Please tell me about these 2 skills please!
