Maximalize C.S - How to do?

Ok. So anyway nowadays WIT dyes are ******** for open pvp + better to have HEALTH weapon instead of magic staff/sword.



The question is how to maximalize casting speed in this setup without frantic. I am saying about 1850+ on full buff.



Thanks for help, I would like to have simple list what to do in right order. :)



EDIT#1: And I am not very rich, so highgrade epics are items which I can't afford.
