Any clan leaders not able to provide clan advent

For some reason clan advent wont come up. Also can not perform normal clan leader functions such as pick up the blood oaths at the fort. Still shows as clan leader. 1 other clan leader I know has same issue. Any ideas? Also did relog , reboot and log on different pc. No change
