Enemies not attacking

Hi, New Player here!

I'm running through the tutorial quests and am in the Exploration Zone 5 again and I'm puzzled as to why none of the enemies ever seem to attack my character unless I attack them first.

Is this supposed to happen or is there something wrong, or am I doing something wrong?



The dialogue from the NPCs appears to suggest that monsters *shoulf* attack, and yet they don't...
