Shiny Shirt

So i just got a shiny shirt as a reward from this current event and on the shirt it states: "It can be enchanted up to +10." Im wondering if this can be "safely" enchanted to +10 or if the shirt is only stating that its "possible" to reach +10 by way of "chance?" Someone plz help TY
