Stormscreamer and Cardinal Skill

Which skill should a Stormcreamer and a Cardinal keep after the awakening?

About the Stormscreamer I've read that Empowering Echo is a good choice, but I don't understand the reason since it doesn't add M. atk with the ISS buffs.
