Eva's Rune - Skill Cooldown Not Working

Hi,



On my Sigel Knight I'm trying to decrease cooldown for Superior Aggression Aura and nothing I do has any effect:



* Eva's Rune - Allegedly -20% skill cooldown but the skill is still at 10 second cooldown. Should be 8 seconds with the rune.

* Frintezza Necklace - Euipped or not cooldown is 10 seconds.



Any idea what is wrong? Are there any other things I can do to get this skill to work faster?
