Why is buffing raids/resetting their hp possible

ok so the first time this happened, didnt bother me that much, 20 times later... wtf, ncsoft you said to debuff the raids or pvp for it, but how can you debuff a raid when the same person comes back 10x to rebuff it over and over again, even if you kill it, oh and on top of that, theres a wynn that wont flag hitting the priests, so the raid goes from 5% hp to 50% hp, happened so many times now, we pk them, they come back, same thing. raid full buffed the whole time, priests healing the whole time cause wynn keeps waking... GG Linhmiu/Miiaa/Wynnsu are the ones doing this, ban them or make it impossible to buff/reset raids, its seriously idiotic and has no meaning at all, what benefit does this give but to the idiot buffing and resetting the raid.
