Is Bartz server a latino server?

I had played L2 a long long time ago. I think C3, when they introduced those underground dungeons with seals and ancient adena. Back then the server Bartz was like the main server with the most amount of people. Today I started playing L2 again, and made a character on Bartz, but EVERYONE I've tried to talk to was speaking latino! In general chat is latino, in trade is latin. People recruiting to clans in latino. One guy I whispered replied to me "latino u.u". Is the server Bartz some kind of unofficial latino server now? Which server has most amount of English speaking players?
