How could i get mentor?

i have 55 lvl, now i realised i didnt receive mentee certificate. I was reading articles about mentoring. ex this http://ift.tt/1GSg9MA

i was trying add "Apply in game item"
then i was trying to talk with npc and i cant receive any items.

still "mentoring" in my find manager window is not available
