Drop % rate of quest items

Hi, i've been more than 2 years away from L2 and recently i came back. I started all over again in Chronos server because in Shilien (where I played before) is nobody. And well, my question is: Why Why decreased the % rate of drop for quest items? I mean it would be a great alternative to level up a subclass throught daily quests, but some of them have a drop 1 each 20 mobs like Hotspring, Shrine of Loyalty, varka's, ketra's, etc.

You should consider standardizing the quest item drop as 1/1, because actually it's very difficult to find a raid boss alive.
