Currently the vital Jewel - Vital Wind skill does not stack with freya frozen scrolls (and I guess Maphr too). That is, it overwrites the freya scroll buff.
So, the 100% additional exp becomes 30% in a best case scenario (lvl 5 jewel..lol).
Consider making the skill stackable with xp boost scrolls (freya, maphr)
