These are the changes I found so far:
Wizard Spirit gets quicker reuse (same as Double Casting now) and improved stats + new learn lvls:
currently: For 30 seconds, M. Atk. + 20%, M. Critical Rate + 50%, P. Def. and M. Def. + 20%
new: For 30 seconds, M. Atk. + 30%, M. Critical Rate + 50%, P. Def. and M. Def. + 20%
upgrade lvl 95: For 30 seconds, M. Atk. + 40%, M. Critical Rate + 50%, P. Def. and M. Def. + 30%
upgrade lvl 101: For 30 seconds, M. Atk. + 50%, M. Critical Rate + 50%, P. Def. and M. Def. + 40%
Casttime Buster skill 2 sec instead of 6 sec (so almost instant when buffed)
Archmage gets one more AOE skill at lv. 100 Chainblaze: Power 349, recast-time 6,7 sec, stronger than Elemental Storm.
Soul Hound: improvement on Physical Barrier
Superior Wizardry gets changed on all Feohs, new learn levels on 100/102/104 that add:
Soulhound: nice improvement on Superior Wizardry, more PVP dmg and more Matk
Soultaker: Matk +2%/+5%/+7% (up to total 17%, before 10%)
Storm Screamer: Matk +3%/+6%/+10% (up to total 30%, before 20%)
Mystic Muse: now also gets matk to base: 5%. New learn levels give Matk +2%/+5%/+7% (up to total 17%, before 0%), Skill Cooldown -10% remains.
Archmage: +2%/+5%/+7% (up to total 17%, before 10%), Debuff resistance -10% remains
Elemental Spike debuff lasting longer
Unleash Hell/Mass Unleash Hell: no more Fear effect, more DOT damage, more speed reduction, longer effect. Changed PVP landrate?
Mass Hellbinding: duration reduced to 5sec, but changed to normal skill (same as single Hellbind)
Arcane Power deleted automatically
Soultaker: 10sec delay to re-summon pet
No more magic cancel resistance 50% on +8 armor sets, but 10% dagger/bow resist now
New very good Epic Ring, probably only for top clans/players though
Possibility to improve some old epics. Rings can get +2 INT or/and +2 CON, Neckl. -3% Cooldown, Earrings +4% Pdef.
New talisman to improve Matk or McritDmg from new Faction system (couldnt find details)
