Doing raids is one of the most interesting parts of the game and certainly the best part of pve. Being the best source for item drops.
Having a static respawn time makes it easy for a single person / party with insane gear to kill almost all the raids as they spawn. Taking about a minute per raid. Thus completely removing that essential part of the game for everyone else.
Must have been close to year since I've seen a 97-98 lv. raid Up, or someone trying to make a party for such a raid. Unless it was a couple of seconds after spawn - about a minute before it was killed by iAshess or whoever is doing the farming these days on Naia.
Adding a random spawn time window of at least 12 hours, for every world raid lv. 88 and up, would prevent this and make the game more interesting for everyone.
