How do I migrate my acct?!?!?!!

Made my acct in 2004.. took a few yrs off recently..Been trying to create a NCSOFT acct for my **** account all night.. I just created a "new ncsoft accnt" but i dont see any option on how to migrate your acct.. I googled It and it seems like what it shows just isn't true..





WTf???
