Ruby for daggers?

Heya guys, i would like to know, and ofc. i anyone can tell me, IF i put ruby on my Brooch, it will increase normal attack or it will increase my damage with attack skills. I am 97 level Othell Ghost hunter with dual daggers and 95% of my PVE is with skills. I know ruby increaces power of RSS, but i am little confused here....
