Couple thoughts...
To get rid of this horrible level problem we have in PvP, why not balance PvP damage?
Make things hit less, heal less? Some sort of structure that will allow players to no longer be one shot and to have fun.
Something needs to change so that, we don't have 103 running around with full dark gear that can one shot someone 101 in full pvp reduce damage.
I'm not quite sure yet what, but def something needs to change.
