Some order in towns, no private stores near npc

Aden is a mess, so many shops ( and its cool that it has shops) just they could be placed in some order like in this example i found on net, too bad i did not find any of Aden town but you get the point, no private shop on stairs, near npc, so people can get to all npc with no problem.
