Heavenly Blessed enchant weapon

If you buy this scroll from L2store with your hero coin is it bound to your account? It wont let me gift it? Like if I purchase it can I give it to a friend to use on his weapon? If so can he get one from his own account too to use on the same weapon? And lastly what is going rate on Chronos server?
