Trying to start over

I am starting a new character as I lost my previous char in merge and although I know how to play I seem to be lost.

Level 38 and I have followed the quests but I have earned barely enough to cover shots and have no gear.

Am I missing something here?

Any advice would be apreciated.

Also although I am a low level I would like to join a non pvp pledge.
