Lineage2 chronos enchanting chances

hi guys.. so.. some people told me that +14 to +15 and +15 to +16 are HARDER than lower enchant + ........ i want to know what chances (%) do you have in lineage2 enchanting (weapons / armor) and what is the chance of +15 for +16..and also , what is the max lvl..
