Extremely low fps on a high end pc

I am getting micro stuttering while outside town and about 5 fps in town which is just ridiculous...



here are my specs:

i5 3570k

R9 280x OC

8gb RAM

750W PSU

1TB WD Green

Z77 HD3 Gigabyte mobo.



Any help?
