Dual – Master’s Rage - Has a chance of increasing skill power by 27% during use.
Isnt bugged? I mean it have skill power but active even if i use self buff so... many time it active before fight start (oly) and i just waste it :X i think it should be same like with p.atk, open during attack or... during when use attack skills, not any :C
