Magic rune clip reward item broken?

Well hello, I got the Low-grade Magic Rune Clip (R-grade) from Bloody Good Time quest and I wanted to attach the belt to it (Twillight belt from CoC) but I can't because It says that I need the Low-grade magic rune clip but I have it in my inventory.. is that item broken? or I am using the wrong belt to attach it?
