Elemental Bow (Quick Recovery)

hey i found this http://ift.tt/1fBVdPg and wanted to try if it work, but i dont see SA in pasive skills and it dont decrease reuse, so i want to ask if its a bug or what, cuz others SA are in pasive skills



PS : i am 40+, i know i dont get SA if i dont have expertise for using wep!
