Clan War system

Hello there.

Few days before, I and my clan mates got in very intersting situation with clan war. 1n clan, having many geared and well equipped ppl , declared us. but before that they took some rats in our clan. And sudenly after some period of time started war. Nothing special , but that rat, being in our clan was hitting nps in their castle 24\7. So
1) we dont know who started war at all
2) even if we know we cant dismiss him if he is hitting nps
3) we dont know where he is hitting nps
4) even if we know where , there is no 100% chance that we can get there.
5) GM said that he cant anything.... game process. VERY NICE .

So many problems, so many bags and u ask why this game dies....
May be because 50% of players just go to other projects , even not trying to play in mid, top clans because they are with lvl 85-94 and cant join them?

Anyway , i am not trying to say that game is bad , GMs are not making smth or smth else , no . I love this game and simply want to make it better and play with bigger number of good players. That is why I am writing here. As said GM , to change bit system or some rules, I have to write here.

So here i am ppl and i am asking you.
was that situation normal or not?
Do you want to change smth?
Because as for me, war system must be changed , if not fully , then at least for a bit. Because when u cant dismiss person , who started war, who can make more wars and is hitting nps in other castle , this is the end.

P.S ( We founded solution for that situation and stopped war, but that took time and force that not all clans have.)
