New to game - few questions

Hi all I started playing a week ago. I'm getting to know the game but still confused about a lot in the game.



I heard about the recommendations system and as far as I can tell it has no benefits but just a blue name? Is there nothing else you get out of it? Also how do I make a recommendation to another player? Is there a command? Anyone know exactly how it works?



Also the seals you can get from instances.. Is there only one npc for each kind of seal or are there more npcs with other items in different locations that I am missing? For example the npc at toi that you can exchange the seals for items there, are those the only items you can get with those particular seals?
