Feoh Wizards Blocking?

I am Othel Rogue 99 and last days doing PvP with Feoh Wizards and Tyr Warriors i noticed that they are blocking my attacks. System message windows says "Your attack has been blocked" and i hit 0 damage, they dont use shield or celestial, nothing like that, i dont know if its an augment or an item, thank you.
