+4 Eternal Breastplate

So...my Eternal BP says "increases p def, and decreases p critical damage when enchanted to +4"



1. Does that mean it decreases p critical damage received?





2. No other parts say it, so is it just specifically that one part, or does the whole set need to be +4?
