Failing to gift the new equipment packs.

I'm trying to gift the lvl 76 1 coin equipment pack to my alt who was started before this update, it keeps telling me my level is to low to gift it even tho the toon I'm buying on and the one I'm gifting it to are both 76 with 3rd class change complete. (Side note I was allowed to purchase it for the account that had the nccoin) Is this just another screw you from NCsoft trying to make me put coin on a character I don't want?



any ideas?
