Quest of lvl 52

Hello all!

I am Wynn 89/Feoh 85.

I have a subclass Silver Ranger lvl 52.

When I reached lvl 52, I didn't receive the mail to start the Q Kekropus' Letter: A Suspicious Badge while when I was 46, I received a mail to start the Q like this.

Is it a bug?

Please help me!
