A question about Antharas

So is Antharas a dragon or earth type pokemon, or both? I need to know because I want to catch it but I need to know if its ok to use water types or if I have to only use ice because ice pokemon suck and are slow and will probably get destroyed before they get to land a hit.



Also can it learn Fly?
